Publication of rules and ordinances affecting water

district - Service.

All rules promulgated by the Board of Environmental Quality and

adopted by, and all ordinances of, the governing body for the

protection of the water supply and establishment of the water

district shall be published in the same manner as ordinances. A

copy of the ordinances and adopted rules shall be served, as

provided by law in civil actions, on each person, firm, association

or corporation owning property in the water district, and upon the

head of each family residing in the water district. All ordinances

and adopted rules shall also be posted in conspicuous places in the

water district.
