Disposition of revenues

All revenues collected under the provisions of this act shall be
paid by the Department of Labor to the State Treasurer and by him
placed to the credit of the General Revenue Fund of the state, to be
used for governmental functions and to be paid out only pursuant to
direct appropriation by the Legislature of the State of Oklahoma.
