Referral and screening functions to be discontinued under

certain conditions.
If the Commissioner determines that an agency of the federal
government is performing the referral and screening functions
required by Section 7 of this act, the Commissioner may discontinue
any program required by this act or any duty required of a physician
or hospital or other medical facility under this act.
