Issuance of permits

The Board shall issue permits in accordance with such procedures
and subject to such conditions as it may by regulation establish to
effectuate the provisions of this act only:
1. If the applicant is licensed pursuant to this act;
2. If a sufficient notice of intention is published and proof
of publication is filed as required by Section 13 of this act;
3. If the fee for a permit is paid as required by Section 15 of
this act; and
4. If the applicant has given bond for the faithful performance
of any weather modification contract which the applicant has entered
into for the weather modification operation for which application
was made for the permit. The surety on any bond to guarantee the
faithful performance and execution of any work shall be deemed and
held, any contract to the contrary notwithstanding, to consent
without notice to an extension of time to the contractor in which to
perform the contract for a period of not more than thirty (30) days.
