Act not to limit authority of other agencies

Nothing contained in this act shall be interpreted to reduce
conflict with or limit any power or authority granted in any act of
the Legislature of this state to the Oklahoma Water Resources Board
or any other agency of the government of this state or to any
county, municipality, special purpose district or other local
governmental subdivision of this state, or to any research or
educational institution supported wholly or in part with public
funds and operating in this state.
