Purpose

§ 460. Purpose. It is the purpose of this article to permit local\ngovernmental units to make the most efficient use of their powers by\nenabling them to cooperate with governmental units of other states on a\nbasis of mutual advantage and thereby to provide services and facilities\nin a manner that will accord best with geographic, economic, population\nand other factors influencing the needs and development of local\ncommunities.\n
