§ 1880. Legislative findings and declaration of intent. The\nlegislature hereby finds that improvement in the efficiency of\nelectrical transmission will enable utilities to conserve fossil fuel,\nincluding imported oil, by increasing the capacity of transmission\nlines. The legislature further finds that experiments in high phase\norder electric transmission indicate that transmission efficiency may be\nable to be increased by over seventy percent and that, if practical,\nwill reduce the need to construct new rights of way, produce lower\nelectric and magnetic fields, less radio and television interference at\nless cost and environmental impact. The legislature therefore declares\nthat high phase order technology be tested under actual operating\nconditions.\n
