§ 427. Regulations of the commissioner. 1. The commissioner shall\nadopt regulations necessary to implement this title.\n 2. The commissioner shall establish, by regulation, standards and\ncriteria under which the child protective service of the appropriate\nlocal department of social services as petitioner in abuse and neglect\nproceedings pursuant to article ten of the family court act shall not\nconsent to an order pursuant to section one thousand thirty-nine of the\nfamily court act.\n
