Retired from the Clarksville Police Department in Clarksville, TN having served in numerous positions. Samuel was a member of the Fatal Accident Crash Team investigation traffic fatalities and severe injury crashes for a number of years and taught Traffic Homicide Investigation at the Tennessee Law Enforcement Academy as well. Samuel was a member of the Crime Scene Investigations Unit for eleven years.
