Phil is an immigrant from Taiwan who came to the US in 1986. After passing the Bar in 2004, Phil received his L.L.M. in Tax Law from the University of Washington. Phil started his solo practice in 2004, but after a few short months of tax practice, he came to the realization that he belongs in the courthouse, fighting for the accused who are not capable of defending themselves.. Phil dedicated the next 15 years of his practice to temper and sharpen his skills. He has done over 50 jury trials and have gotten several not guilty verdicts ranging from simple misdemeanors to Class A felonies. He associated with Puget Law Group in 2019 as an attorney “Of Counsel,” assisting us while managing his own successful practice. In October 2020 Phil officially became a Partner with PLG.. Phil attended the two week National Criminal Defense College (NCDC) Trial Institute in 2015. Phil speaks three languages (English, Mandarin, Taiwanese).

Thank you for viewing my profile. A little more about me..... Prior to law school, I worked for the Washington State Patrol as a Criminal Intelligence Specialist. During law school, I worked at the U.S. Attorney's Office as a law clerk drafting both civil and criminal motions as well as Ninth Circuit appeals. I also prosecuted the federal petty offense (aka misdemeanor) docket before the U.S. Magistrate. I was also a Special Deputy Prosecutor for the Spokane County Prosecutor's Office until joining Kirkpatrick & Startzel, P.S. to pursue a general practice. Choosing a lawyer can be a daunting task.
