In 2009, incoming Mayor Michael McGinn asked Carl to serve as his legal counsel. As Legal Counsel for the Mayor from 2010-13, he was responsible for advising the Mayor and the Mayor’s staff on the wide array of issues related to City governance. He served as the Mayor’s lead in overseeing the police and fire departments, negotiating union labor agreements, and in negotiating a Consent Decree with the United States Department of Justice to resolve allegations of police misconduct.. In 2013, Carl returned to private practice, focusing on real estate and business law. In April 2013, he opened an office in the Madrona neighborhood of Seattle, where he has lived for many years.. Carl has been an active volunteer throughout his career with the King County Neighborhood Legal Clinics Program, which provides free, drop-in legal advice to King County residents. He served as Chair of the Neighborhood Legal Clinics Committee, which oversees the clinics, from 2006-2009, and was the program’s “Volunteer of the Year” in 2008. Carl ran his own family law firm for three years before joining The Community Law Firm. From the beginning of his career, he found purpose resolving personal and private disputes in a fair and equitable manner. Carl went through a personal divorce and one as a child. It is a disappointment, but life must go on. Every person on the planet has personal family problems that are not always so simply resolved. In many instances parties become angry and bitter which gets in the way of compromise. When Carl takes on your case, he will understand and feel empathy for your situation. He will do his best for his clients.. Carl completed his undergraduate schooling achieving Cum Laude at the University of Connecticut. He has always enjoyed reading and writing but within University, Carl found a calling when he began taking legal courses. He believes the judicial system is important and has always took pride in his writing skills and thereafter crafted an ability for public speaking.. For a life-changing experience, Carl spent a year teaching 4th and 5th grade students in Beijing the English language. Immediately thrown into the wolves, he had to quickly learn how to control a room full of kids while being informative and entertaining. Speaking in front of a judge is quite different, but this experience along with doing roughly three hearings a week for over three years, his clients should be comfortable with him arguing their position.. Carl enjoys playing chess. He did well at the National Championships three years in a row as a child. Once he graduated, he later taught chess at Christ the King middle school for five years. He enjoys playing tennis in the summer and snowboarding in the winter. He is a member and routinely donates time to the United Way.
